The elephant is sewn to a conical, black and white swirl, woven straw hat base.  

This headpiece is also decorated by tickets, mini popcorn bags, balloons, and various miniature food items.
 
The hat base is customized with various miniature food items or circular striped candy.  Look at the listing photos for examples.  Let me know if you have any preference, otherwise I will randomly select what I think looks best.
 
It has a two large hair clips attached.
