I have made some improvements to this design. Now instead of the spiral round candies, the hat base is accented with mini, tiny multicolored resin gummy bears.

The new default is that the entire headpiece on the black and white swirl cone fascinator hat base is affixed to a wide black headband.
The headband will also come with a hair comb attached or adjustable size elastic attached to the legs to the leg to provide secure tension.
If no preference is stated, the default will be the hair comb on the headband.
